Oldřich Černoch graduated from the University of Economics in Prague, Transport and Traffic Management Economics. He was awarded the Candidate of Economic Sciences degree in 1993. In 1995 he attended a course carried out by Gustav Kaser Training International – MANAGEMENT I and II. He also attended a special course in European Structural Funds and courses in assertivity and management, etc. When he finished his studies, he worked as a chief wage officer at the Western Bohemian Directorate of Traffic. From 1974 he worked at the Central Directorate of Traffic in Prague as a head expert officer and from 1977 as a head of the work economics department. Between 1992 and 2003 he worked as a deputy general director for economics of Česká pošta, s. p. Between December 2003 and May 2008 he worked as a deputy for economics of the State Agricultural Intervention Fund. From July 2008 he worked in the management of the Institute of Agriculture Economics and Information as a deputy for economics. Currently, he works as a Deputy Minister of Agriculture entrusted with management of the Economic and Administration Department. He has been a member of the executive board of UICEF since 2002. In 2007 he was appointed a member of the management committee for transformation of Česká pošta, s. p. into a joint-stock company by the Ministry of Internal Affairs of the Czech Republic. He is a member of the supervisory board of Česká exportní banka, a. s.
